Braxfield Recruitment are a leading recruitment agency working within the social housing sector. We have been appointed by a housing provider based in West London who are looking to recruit an experienced Head of Soft FM service on an interim contract.
The successful candidate will be responsible for managing the soft services provision for our client which will include cleaning, security, postal and courier services, porterage, space planning, moves and churn, and general office support by ensuring that is resourced and planned and the service delivers a safe complaint working environment.
You will be responsible for managing the soft service FM budget by establishing robust monitoring and reporting procedures and ensuring that all spend is fully justified and in-line with Governance procedures for Officer’s delegated authorities. Reporting on spend and any variance from budget monthly to the Assistant Director and planning any corrective action to re-align the budget.
Other duties as a Head of Soft FM Services will include:
- Managing a team of circa 35 staff, setting out clear objectives and outcomes and ensuring high standards of performance and attendance is achieved.
- Creating an annual zero-based budget for the service in time for the start of each fiscal year and ensuring that it meets the need of the service.
- Devising and implementing a procurement strategy for Soft Service FM by means of whole life-cycle contract management.
- Communicating with the client and their stakeholders to fully understand the issues presented by the workspace through a variety of formal and informal means and taking feedback to create action plans to address service issues.
- Developing policies and procedures for the management of soft services, and where required, contribute to reports for the attention of Elected Members and Council and well as senior officers.
- Ensuring that there are full (and costed) resource plans, training plans, and succession plans for the service.
- Ensuring that a robust process is in place for building inspections and the reporting of faults, issues, and occurrences to the FM Helpdesk and that ICT systems are in place to facilitate this.
- Using the information platforms to devise and create performance metrics and systems of measurement to understand the performance of the service and design and implement strategies for continual improvement.
To be considered for the position of Head of Soft FM Services you must have the following:
- To hold, or be working towards, a postgraduate degree or diploma in Facilities Management or a general management discipline or holding a first degree (Bachelor) in one of those disciplines.
- Membership of a professional body aligned to the Built Environment (such as, but not limited to, MRICS, MIWFM, MCIBSE et al).
- Experience of managing soft FM services and teams of staff across a dispersed and diverse estate that supports a variety of functions and operations.
- Experience of developing and implementing FM strategy and Target Operating models.
- Experience of managing significant revenue and capital budgets and implementing agile working and space utilisation strategies.
- Experience of a Corporate Landlord Model of the operation of the estate.
- Experience of whole life-cycle procurement of FM services.
- Knowledge of wider property strategy and its impact on FM operations.
- Knowledge of CAFM systems and their application to FM performance management.
